Windows: The Launcher sometimes puts its Codakid folder inside of its own appdata folder. #50

On some Windows computers, the Launcher puts the Dependencies folder at:

C:\Users\USERNAME\AppData\Local\Programs\codakid-launcher\~\CodaKid

While this wouldn't be that big of an issue by itself, this bug triggers bug #48 since the Launcher for some reason can't download dependencies to this location.

I am not sure what specifically about the customer computers that cause this to occur, but it occurs on both Windows 10 and Windows 7.

This issue showed up on Windows 11, with one small difference:

C:\Users\USERNAME\AppData\Local\Programs\codakid-launcher\undefined\CodaKid

The folder is called undefined instead of ~
