Setup UI administrative functions

As an administrative user, I want to be able to open my browser, enter the URL and login to the webpage so that a list of available administrative actions is displayed (see below)

• [x] add patient/user
• [x] edit patient/user
• [x] delete patient/user
• [ ] review logs
• [ ] assign patients to students and edit assignment
• [ ] pause override warnings
