Theme Customizer is broken with fresh German (!) CP install (beta2)

Context

• User-reported issue in the German support forum: https://forums.classicpress.net/t/wann-kommt-die-erste-stabile-version/581
• Freshly installed, German (!) ClassicPress installation. NOT migrated, but using the beta 2 archives, just like one would do with WP when doing a fresh install.

Current behavior

According to the user, the Theme Customizer does NOT work AT ALL when using the supplied German language packs (core_de), thus he has always to switch the language to English if he wants to use the Customizer.

Possible solution

A manual fix was applied by the user by looking up the language packs in the experimental Use WordPress Language Packs plugin and transfering them into his CP installation.

After this, he reports that all is working well (as supposed) again.

Steps to reproduce (for bugs)

1. Get a fresh copy of CP beta 2 and install it
2. Select "core_de" in the language settings
3. Try to open the Customizer and watch it explode ..
