Changing theme triggers dismissed CC messages

Describe the bug When you change a theme CC messages that have been dismissed return on the dashboard. There is also a message about thumbnail regeneration (is this a process that normally happens when theme is changed?)

To Reproduce Steps to reproduce the behavior:

1. Install CC, with WC deactivated.
2. Change theme
3. Check dashboard

Expected behavior Dismissed messages stay dismissed (unless there is some reason I am missing)

Isolating the problem (mark completed items with an [x]):

• [x] I have deactivated other plugins and confirmed this bug occurs when only ClassicCommerce plugin is active.
• [x] This bug happens with a default ClassicPress theme active.
• [x] I can reproduce this bug consistently using the steps above.

Ignore the part about thumbnail regeneration. That seems to be normal. But I don't see why the compat plugin message should be re-displayed.
