[BUG][RAID] Cant zone in BOT after Difficulty Swap #1124

1. Current Behavior

1.1. Description

After the server restart, the raid zoned in (BOT) with the raid on normal, we swapped to Heroic, and after the swap no one could run in, accept summons, or get rezzed. If we swapped back to normal people could zone in, but after swapping it to Heroic to engage the boss, we have to continuously swap between if anyone releases or has to leave for any reason.

1.2. How to Reproduce

      {Describe the steps to reproduce the particular bug, in detail:
       1. Enter Bastion of Twilight on Normal (first person to enter)
       2. Swap the difficulty to Heroic
       3. Zone out
       4. Try to zone back in

1.3 Source Material

Our Raid haw been dealing with it all night.

2. Expected Behavior

2.1. Description

Entering on normal should not prevent zoning in when the difficulty is swapped.

this occurs in all raids- appears that it happens when some people have a lockout and others do not, swapping to normal lets them enter regardless of lockout.
