[BUG][RAID] Maloriak Consuming Flames Targeting Tank #1159

1. Current Behavior

1.1. Description

Consuming Flames is a mechanic designed to single out someone who cannot stack during Maloriak's red phase- currently it can target the tank, which will kill the tank during Scorching Blast.

1.2. How to Reproduce

       1. Engage Maloriak
       2. Survive to red phase
       3. Get unlucky

1.3 Source Material

2. Expected Behavior

2.1. Description

The Maloriak Tank should not be able to be targeted by Consuming Flames.

This is Not A Bug. I checked the fight and there is nothing preventing him from casting on a tank.
