add level 1 target dummies to the dummy zones in city also no 60 in orgrimmar?[#SomeChanges Suggestion] #1246

{Describe your suggestion} I think it would be nice to add level 1 target dummies for lower level players - there are level 1 target dummies in the starting zone but they actually disappear after you 1 shot them so its not the same.

also i cannot find a level 60 dummy in orgrimmar (there are some in stormwind)
