Currently, the elite set you can purchase after hitting 2200 rating doesn't have the "elite" designation on it, this seems to be a beta-specific issue.

Make a 85 character template on the Cataclysm BETA.
Go to the vendor that sells Vicious Gladiator main pieces.
Notice how the elite items that you can purchase after reaching 2.2k doesn't have an elite designation on it.
