[BUG] Quest "A Breath of Fresh Air" Nazgrim unreachable inside boat #1328

1. Current Behavior

1.1. Description

The quest A Breath of Fresh Air simply asks you to ascend from the questgiver to a boat on the surface, where Legionnaire Nazgrim should be waiting. However, when you arrive, Nazgrim is stuck inside the boat, rather than on the deck, making him inaccessible and the quest incompleteable.

This bug prevents access to the latter third of the Vashj'ir chain for many players.

1.2. How to Reproduce

       1. Accept the quest
       2. Swim out of the cave until there is no terrain above you
       3. Use the provided Boom Boots to ascend to the ocean surface
       4. Board the Stygian Bounty
       5. `/tar Legionnaire Nazgrim` and put a raid marker on him.
       6. Observe he is inside the boat and unreachable by conventional means.

1.3 Source Material

This video shows a workaround to get to the NPC in its bugged state. Note that the only NPCs visible on deck are a Flight Master and a Horde Cannon, and note Nazgrim's location inside the boat, only reachable by clipping. https://www.youtube.com/watch?v=Pceum9lTHCI

2. Expected Behavior

2.1. Description

Nazgrim should be on the deck when you arrive.

I did this quest yesterday. My workaround was relogging. He then spawned on top, as he should have.
