[BUG] Shaman Class defaults to Damage Dealer Role even when Healer in Arena or Instanced Group

1. Current Behavior

1.1. No issue with every other healer spec, but Resto Shaman defaults to Damage Dealer Role instead of Healer in Instanced Environments for some reason, which affects macros which have dps/healer conditionals (FrameSort addon)

1.2. How to Reproduce

      {Describe the steps to reproduce the particular bug, in detail:
       1. Invite A resto shaman to group 
       2. Role Check, they can set themselves as healer just fine
       3. Observe that when you enter instanced content, they go back to damage dealer

1.3 Source Material

^ Rshaman is Healer

^ Rshaman is DPS role, can't role check.

2. Expected Behavior

2.1. A Resto Shaman Should always be healer role.
