[BUG] focused assault (fc stacks) #1429

1. Current Behavior

1.1. Description

the stacks will drop on the FC at the wrong time in WSG and twin peaks bgs. image

1.2. How to Reproduce

       1. both teams pick up flag
       2. wait for stacks
       3. one team drops the flag and it resets
       4. the 1 remaining FC will now have no stacks

1.3 Source Material

2. Expected Behavior

2.1. Description

stacks should not reset until a team scores a point OR both sides have their flags returned to spot. If either flag is in play then stacks should not drop.

Valid issue, ticket made
