Whenever you enter an arena/rbg, all abilities except pet abilities reset.

1. Go into arena as a Hunter
2. Use a pet ability with a long CD
3. Leave the arena
4. Join a new arena before the CD finishes
5. The CD does not reset upon entering a new arena game.

2.1. Description
Whenever you enter an arena/rbg all abilities should reset, including pet abilities.
This is how it worked in original Cataclysm (in original Cataclysm, any time you summoned a pet all CDs would even reset) and in Classic this bug was, most likely, introduced inadvertently when the following change was made: https://github.com/JamminL/cata-classic-bugs/issues/1076.
At the moment you're basically hard-capped as a Hunter and cannot queue more than every ~2/4/5/7 minutes if you used Roar of Courage, Bullheaded, Call of the Wild, Lick Your Wounds, Last Stand or Heart of the Phoenix late in the last game - unless you want to start the next game with key abilities on long CDs.
