[BUG] Spellsteal bugged vs balance druid? #1435

1. Current Behavior

1.1. Description

something with spellsteal doesn't quite work vs balance druid. I think when it chooses a certain buff nothing happens. Also when it does purge a buff, I don't get the buff transferred to me unless it was mark of the wild (I think maybe that part is NOT a bug though?)

1.2. How to Reproduce

       1. let a boomkin get all his procs
       2. spam spellsteals on him

1.3 Source Material

in this clip u can see that my third spellsteal is like a 'ghost' spellsteal, aka the spell hits him but nothing happens. https://streamable.com/tbn9zf

2. Expected Behavior

2.1. Description

not too sure tbh

possible way to test this: get a priest and boomkin in duel and spam purge the boomy, both check your combat logs to see what's happening to the buffs.

gonna guess this is straight up just barkskin related since it was a magic buff previously but now is not, and if i remember correctly had a similar behavior at one point during wotlk with two combined talents making it undispellable (subtlety 30% dispel resistance and improved barkskin 70%) despite it in theory being a magic buff and thus eating the magic dispels.

don't have the resources to test it myself but considering it's one of two buffs present at the time of the bug occuring, start there

I can reproduce something similar to this 100% of the time with the following steps:

  1. Create a Druid talented into 3/3 Nature's Grace, with any proc trinkets unequipped.
  2. Create a Mage with no talents spent
  3. Duel
  4. On the Druid, cast Moonfire on the Mage, proccing Nature's Grace
  5. Within ~1.5 seconds, on the Mage, cast Spellsteal on the Druid
  6. Observe Spellsteal casts successfully, but nothing is dispelled
  7. Cast Spellsteal again
  8. Observe Nature's Grace is successfully dispelled

Very rarely, a SPELL_DISPEL_FAILED event is logged, but I believe this is a coincidence due to #1324 and is not related to this bug.

I don't believe Barkskin is related, as I can reproduce the issue without casting it.
