[BUG] Arena Bulletin Board Shows S8 Title Cutoffs #1438

1. Current Behavior

1.1. Description

The "Arena Bulletin Board" shows s8 (Wrathful) title cutoffs instead of the up-to-date current title cutoffs.

1.2. How to Reproduce

       1. Go to any of the Arena Bulletin Boards (e.g., Shattrath / Dalaran)
       2. Compare the cutoffs to those from S8
       3. The bulletin board cutoffs match exactly with the ones from S8 (even if it says Season 9). I.e. they're not updated to the current season.

1.3 Source Material

Note: Find the Wrathful, S8, cutoffs here.

2. Expected Behavior

The board is supposed to show up-to-date title cutoff data for the current season.
