[BUG] Hunter Tier 2.5 and Tier 3 set bonuses persisting after unequipping #1442

1. Current Behavior

5 piece Tier 2.5 and 2 piece Tier 3 bonuses are persisting after the set is removed effectively reducing rapid fire cooldown to 3 minutes for survival and 1 minute for marksmanship hunters. Tier 3 is extremely rare at this point so this is probably not an issue but the T2.5 bonus results in hunters equipping this set prepull, popping rapidfire and swapping back to main set to get an extra rapid fire on bosses. I believe this interaction is very likely accurate to reference however the precedent set earlier this month leads me to believe wanting hunters to use this set for the rest of the expansion and maybe even future expansions is unintentional.

1.2. How to Reproduce

       1. Equip 5 pieces of tier 2.5
       2. Pop rapid fire
       3. Unequip set and observe the rapid fire is still using the reduced cd

It's getting a bit ridiculous how a lot of these "somechanges" are negatively targeting hunters. If you decide to change this then there are a lot of snapshots that are way more egregious with other classes that need to be looked at.

One example being warlock Metamorphosis snapshotting mastery at time of use. Demos would have a full mastery set> pop mastery trinket and elixir> switch to their regular haste/crit /hit gear and flask. and do 2/3x damage with their spells and pet for a whole 35 seconds. temp summons might snap shot for longer

I'm all for fixing these bugs, all I'm asking is if you're going to do it for hunter then change it for other classes as well. if the devs have that much free time, I'm willing to post a lot of SomeChanges for other classes that should be looked at.
