[BUG] no timeout in WSG / twin peaks #1444

1. Current Behavior

1.1. Description

in WSG/twin peaks rated bg (maybe normal bg too) the game won't timeout if the score is 1/1 or 2/2

1.2. How to Reproduce

       1. get an equal score in wsg
       2. wait for it to timeout

1.3 Source Material

2. Expected Behavior

2.1. Description

match should timeout and give the win to the team which capped most recently. Or with 0/0 end in a draw.
