cathedral of light in stormwind phases me out and no NPC's are there[BUG] #1451

1. Current Behavior

1.1. cathedral of light in stormwind phases me out and no NPC's are there, no trainers of any kind.

{Describe how that mechanic/spell/npc is currently working, in detail}

1.2. How to Reproduce

      {Describe the steps to reproduce the particular bug, in detail:
       1. not sure why its me, other people are able to walk in and find first aid trainer, but if i go in im alone and i cannot target party members either. 
       2. i turned off all addons and relogged, been having this issue for days.

2.1. should be NPC in this room

I have also experienced this. Went to drop holy on my Paladin and as soon as I walked in all npc's and players despawned. Tried a UI reload and a full game exit, issue persisted. Same issue is happening again this evening. Not sure if its intended behaviour but the transmog/reforge room has a similar issue, although the NPCs remain in place there, usually players stay visible though I'm sure.

Looks like a characters on the quest "Cataclysm in the Catacombs" (the quest chain to access Twilight Highlands)
