Mage pyromaniac 100% uptime bug #1454

1. Current Behavior

1.1. Description

Mages are able to get the pyromaniac buff with a dot on only one target

1.2. How to Reproduce

Zone into raid
Put 2 living bombs on 2 trash mobs
Run out of the raid before bombs detonate to reset the trash
Zone back in and skip the trash mobs that originally had bombs applied to them
Mage will now get pyromaniac buff every time they have a living bomb (or any other dot) on one target for the rest of the raid
1.3 Source Material

Plenty of logs with only 1 or 2 targets and mages having 100% uptime on pyromaniac

2. Expected Behavior

2.1. Description

Mage should need to have dots up on 3 targets for the pyromaniac buff to be active
