In the game design of Baleroc, the raid ratio of healers and DD changed. If you return the old value, then you need to change the mathematics of healing

July 26 - Baleroc On 25-player Heroic difficulty, Torment now grants a stack of Vital Spark per 5 applications, up from 3. To compensate, Baleroc’s health has been reduced on 25-player Heroic difficulty.

1.1. Description
During the second PTR test weekend, which was intended to provide pre-nerf implementations of most bosses, the HP value of Baleroc on 25-man Heroic difficulty was 195,576,084 . The actual pre-nerf HP value for this size + difficulty combination should be 217,306,752 .
The boss was successfully killed by many guilds at this original HP value, and was done so on a patch state (4.2.x) with much lower player power on average than the patch state on which Classic guilds will be progressing the raid (4.3.x). Coupled with Classic raid teams having access to much higher DPS generically due to modern knowledge and optimization, the reduced HP value + stronger patch state mean that there is no real DPS check on this fight, compared to the original Cataclysm release state where the boss was widely perceived as being tightly tuned. A lack of DPS check has cascading effects on encounter difficulty, because it means raids are not punished for over-healing and over-tanking the fight, which in turn means that perfect execution of the unique healing mechanics does not matter nearly as much for a successful kill.
