[#SomeChanges Suggestion] Fangs of the Father questline proposed changes.

This is a follow on from https://github.com/ClassicWoWCommunity/cata-classic-bugs/issues/1550

In its unchanged state the rogue questline for Fangs is annoying for groups to work with.

At a high level the questline is

1. Pickpocket Hagara (4th boss of Dragon Soul so requires the first 3 to be killed.)
2. Pay 10k gold + wait 12 hours
3. Do some RP and sneaky quests and get get stage 1 daggers.
4. Kill bosses until 333 gems from opening elementium clusters. Note that excess clusters acquired in step 4 persist and can be used in step 6 so there shouldn't be a need to do step 5 mid raid.
5. Do some more RP and quests and get stage 2 daggers.
6. Collect 60 gem clusters.
7. Kill deathwing.
8. Collect oranges.

Steps 1 and 2 are very inconvenient.

In order to do the quest chain optimally, a guild needs to kill 3 bosses in Dragon Soul, pull Hagara then end the raid night and continue it later in the reset after 12 hours have passed.

Alternatively a player needs to find a third party with a Hagara ID and enter, pickpocket and leave and wait 12 hours.

Therefore the proposed changes are:

1. Move the item pickpocketed from Hagara to a different NPC accessible at the start of the instance without requiring any bosses to be killed and remove the 12 hour wait. OR
2. Make it so that clusters drop even if no rogue is on the quest and keep everything else the same.

Even if it can this means guilds lose the first lockout of clusters assuming they raid at release due to the 12 hour delay.

This is also assuming that LFR comes to Cataclysm classic AND it's available week 1.
