1.2. How to Reproduce
Visit the Relic vendor Ninsianna in the shop Curiosities and Moore in Dalaran.
Visit the faction-specific vendors Arcanist Adurin and Magister Brasael and note that they sell no relics.

2.1. Description
In original Wrath, these relics were not sold for Emblem of Valor at all until Patch 3.1 with the release of Ulduar. If Blizzard wants to follow a different progression for Wrath Classic, that's fine, but then the Relics should be available from the regular Emblem of Valor vendors as well.
