Sapping players in BGs puts them in combat, and shouldn't (Era/PTR)

1.2. How to Reproduce

       1. Join a BG as a Rogue
       2. Sap someone
       3. Attempt to Sap them again when you have enough energy

2. Expected Behavior

2.1. Description

Sapping someone in a BG should not put them in combat.

2.2 Source Material

Sap has never in the history of WoW, put either the caster or the target in combat. This is true even today in Dragonflight, and currently doesn't outside of a BG. This bug was introduced in SoM1 in BGs, and has persisted through to Era/PTR. https://youtu.be/H0AEpBSuoG8?t=113 (Player frame top left, once he's in combat there's 2 swords that appear)

Issue is reported as fixed as of July 23, 2024 from multiple rogues.
