[BUG] Priest Mind Control Pet Bar is a regular action bar

1. Current Behavior

1.1. Description

The Mind Control spell for priests does not produce a separate pet bar. Instead, it is another action bar that you have to manually cycle to find. Issue confirmed for priests Mind Controlling the Deathknight Understudy mob in Naxxramas on a 8/22/2023 raid.

1.2. How to Reproduce

Easy

1. Log into the Era client with a priest of sufficient level to cast mind control
2. Mind control a humanoid mob
3. Observe the lack of a pet bar

   The Mind Control Spell for priests should produce a separate pet bar in order to use the mind control's targets.

I'm guessing the intent here is to update 1.14 to use the "possess bar" paradigm that was introduced in TBC and has more or less stayed the same since. That way possessions work the same way across all versions of the game.

If that's the case, the bug here is just that the action bar isn't automatically paging, both when you possess a creature and when the possession ends.
