Classic WotLK is in need of the attribute cited below. It was implemented on Retail in March earlier this year:

"Developers' note: End of Season PvP rewards will have the rank cutoff extended by duplicate/alt characters by the same player battle.net account for rated arenas, rated battlegrounds, and rated solo shuffle. For example, if the cutoff for Crimson Gladiator would equate to the top 100 characters and 5 of those characters are the same player, the cutoff will now be the top 104."
The Retail ladder system was absorbed into Classic with the release of WotLK and it was positively received. The attribute above has since then been added to Retail and it's only logical that it follows into Classic.
It's a modern gaming issue that needs to be addressed in Classic as well:
At least 21 out of 57-60 rank 1 spots were occupied by duplicates/alts in 2v2 in season 6 (EU). That's minimum 35-37% of rank 1 spots occupied by duplicates/alts. These are just the ones that I know for a fact, there could be more.
The end of season 7 coming up in ~2 weeks on Oct. 2nd/3rd is already looking just as bad, if not worse. Minimum 1/3 of total spots will be occupied by duplicates/alts, which is unnatural for how the ladder is intended to be and traditionally would look like.
