[BUG] Uldum quest "Crisis Management" NPCs to talk to are phased out #927

1. Current Behavior

1.1. Description

The quest Crisis Management in Uldum asks you to talk to 4 NPCs near Schnottz's Landing. Although there were NPCs there earlier in the quest chain, at that point they are phased out and the quest cannot be completed. Only bodyguards are present.

1.2. How to Reproduce

       1. Get the quest and go to the indicated location
       2. Only bodyguards will be there

2. Expected Behavior

2.1. Description

The NPCs to talk to should be there.

Current workaround for this: Fly northwest until you zone in AQ: The Fallen Kingdom, and then fly back to the camp the NPCs are in

Edit: Also, same issue occurs with the Uldum quest Two Tents, and the same workaround resolves it
