[BUG] [ITEM] Hardened Frostguard potentially missing previous spell damage scaling #15

1. Current Behavior

1.1. Description

Wowsims received a report from a user that Hardened Frostguard was not benefitting from spell power for them on live servers (see screenshots). Previously this weapon had a 100% scaling coefficient and would hit quite hard when proccing.

1.2. How to Reproduce

  1. Equip Hardened Frostguard on a character with high spell power
  2. See that its procs deal base damage and don't seem to scale

    2. Expected Behavior

    2.1. Description

    This weapon had a 100% scaling coefficient previously.
