user request for scudette's pas2kas plugin

Just a reminder for if/when we carry over pas2kas to the trunk, let's consider 
the following:

* adding command line options like other plugins
* formatting output a little differently as per the request

This is another item that will be completed in the process of making 3.0, so we 
don't need an issue for it (no reason to have an open issue for every new 
plugin, etc)
