move filescan's access string code to FILE_OBJECT

This is a very simple patch to move the code that generates file object access 
strings (from FileScan.render_text) into the FILE_OBJECT class. This is so 
other plugins that want to generate access strings from file objects (or in the 
future if there is a FileScan.render_whatever_xxx) then there is no code 
duplication. 

It has little to no possibility of causing complications, so I'll commit it 
sometime Weds afternoon in the absence of any objections.
