we wait until it’s certain that this version will actually be released on CRAN. Next we create a GitHub release corresponding to this CRAN release, using usethis::use_github_release() https://r-pkgs.org/release.html#sec-release-post-acceptance

• Do not track the CRAN-SUBMISSION file

Note that usethis::use_github_release() depends crucially on the CRAN-SUBMISSION file that was written by devtools::submit_cran(): that’s how it knows which SHA to tag.
