Compute resources and scaling factors for v0

As part of the v0 sprint we should provide some indication of what resources and scaling factors we are seeing. I.e. what changes seem to have what costs (more bands, more locations, but also how many experiments, epochs, experiments, instances, ... ).

We are not doing a formal framework here, just sharing what we are discovering as we build v0, so we can inform our cost estimates.
