Move MGRS sample file out of Git and make it a parameter #71

It would make more sense to have the MGRS sample geopackage in S3 instead of here on GitHub.

Since the mgrs_sample.gpkg file is already commited to the main branch with #54, we might as well just keep it (deleting won't save any space in the git history). We can remove it when a new sample set with different geometries is created.
