Adapt sampling strategy #80

Remove water threshoulds, and increase trees, diversity, and urban fraction in in MGRS sample.

The goal is to reach about 1500 MGRS tiles after the sample filter change.

Adapted sampling strategy, new sample contains more forest, more diverse areas, and more urban areas, with 1517 tiles total.
