Add public key to user's poll vote #146

The public key was missing from the delegate vote that is uploaded on-chain. The public key is required to properly audit the vote similar to how we use it to verify ownership of a wallet on the BE.

This PR addresses Issue #140.

Note: testnet production and mainnet production DBs will need to be reset and seeded before this migration can be applied. I will do that right before merging this PR.
