Description: As a convention organiser I should not be allowed to open a poll if there is already one currently open.

User Story: As a CO I want there to be only one poll open at any given time so as not to confuse the delegates

Acceptance Criteria: Given that I am a CO, and there is already one poll open, when I attempt to open another poll I will be prevented from doing so.*

this should be obvious to the user insofar as the button bill be greyed out and unclickable.
