Partner-ads is an affiliate network for serving ads while navigating.
It work by various pages linking to other pages with an url like:
http://www.partner-ads.com/dk/klikbanner.php?partnerid=11915&bannerid=24609&htmlurl=https://www.helsebixen.dk/shop/klaedemoelfaelde-2-stk-8364p.html
This allows the network to serve ads while navigating, but is also used for tracking people clicking through. The above link leads here:
https://www.helsebixen.dk/shop/klaedemoelfaelde-2-stk-8364p.html
So it's pretty simple to see that whatever is put in the htmlurl parameter is the destination. It seems that the htmlurl is always last in the url parameters, and as such they don't seem to need to urlencode the destination url.

So it's pretty simple to see that whatever is put in the
