Add various badges to README

Adding badge for lifecycle: use_lifecycle_badge(stage = "experimental"), will change as status changes

Added badge for CRAN status (anticipation of it being there eventually): use_cran_badge()

Added download counter manually: ![CRAN\_Download\_Counter](http://cranlogs.r-pkg.org/badges/grand-total/riskcalc)

Used use_github_action_check_standard() to add the R CMD check workflow

Then run build_readme() to reconstruct the README file, and push changes
