jq: add 1.3, mask scm, use autotools

jq has had a stable release, so add that and mask the scm version.
The build system now uses autotools. There is a bug in the makefile that prevents it from using the latest automake, which has been reported upstream. Until that is fixed, we can use automake:1.12.
