Unloading minireactor allows exploits #17406

Minireactor gets 1000 charges per cell when installed. Items with atomic ammo give 1 cell per 500 charges when unloaded.

Install a minireactor on a vehicle
Load it with plutonium
Remove it
Unload it
Install back
You now have 2x as many cells as you loaded it with

So just half the number of charges per cell to even it out?

The minireactor getting better efficiency than other things that use plutonium makes sense to me, but that means it should get half as many cells back when unloaded, too.
