npc dont take dmg from scorching temperature #34012

Describe the bug

npc dont take dmg from nearby fires

Steps To Reproduce

Steps to reproduce the behavior:

start fire in evac shelter basement
wait for npc get down here because of sound
stoopid npc starts making circles instead of going up
npc dont take damage from hot air nor from scorching temperature

Expected behavior

npc gets charred in basement

Noticed the same effect in one of the Mi-Go encampments - scorching temperatures and irritating toxic gas everywhere, NPC prisoners were completely fine.
