This may be an oversight rather than a bug, but it does not seem intended, so I put it here.
Wearing both "infrared goggles" and "light amp goggles" at the same time allows the user to both see their surroundings in the dark, as well as heat signatures of hot-blooded enemies, regardless of eye encumbrance or wear order. NV vision range is reduced, but still works. IR range is not affected.
Steps To Reproduce
Steps to reproduce the behavior:
Wear IR goggles and NV goggles at the same time.
Find warm-blooded creature at night.
Expected behavior
IR and NV goggles should not be able to have combined effects. Both in-game items are described as being "a pair of... goggles", meaning they could not be worn as monoculars, with one of each on each eye for example.
Further, both of these items generate the image on small LCD screens, which is then projected onto lenses for the user to see. If one were put in front of the other (in series rather than parallel), the rear optic would not function correctly. It would simply blow out the image.

This apparently works regardless of what eye gear the player is wearing. Sunglasses, eyeglasses, safety glasses, etc.
