Free Merchants watch as beggars die #45849

Describe the bug

The guards watched as I brutally murdered the beggars in the lobby.

Steps To Reproduce

Go to refugee center lobby

Turn on debug invincibility

Kill all the beggars however you want to do it

Profit

Expected behavior

There be consequences to genocide.

Versions and configuration

OS: Ubuntu 20.04 Game Version: latest build Graphics: Tiles Ingame language: English Mods loaded: dda, no_npc_food, bionic professions

Additional Context

The guards however did start moving around when the beggars started dying.

Hey they wanted them removed...maybe they're just turning a blind eye.
