Vehicle Driver Presence Errors, -or- 'Ghost, Riding The Whip' #5587

Loading save games near vehicles delays their load into the world by several turns, observed for several recent versions.

After a save while on the controls tile of a car, entering that space causes Already Occupied debug message for yourself. You still move into the ghost-space but cannot control the vehicle.

Installing additional controls into a ghost-ridden vehicle and operating it causes you to fly forward independent of the vehicle even through walls. In Soviet Cata, whip ghosts YOU.
