Factionless NPCs don't own items they should've own #57154

Describe the bug

Despite seemingly living within the hunting lodge they are found at, Glooscap does not own anything in said lodge. Factionless NPCs (random survivors, Glooscap, Lapin) do not own any of the things around them.

Steps to reproduce

  1. Find Glooscap in a lodge. any factionless NPC (Lapin, Glooscap, random survivors)
  2. Attempt to pick up anything in the lodge. said individuals seem to own
  3. Receive no prompt about ownership, nor anger Glooscap said npcs if done within their vision radius.

Expected behavior

Receive ownership prompt when attempting to pick up items in the lodge belonging to indiviual npcs, and anger Glooscap NPCs if an item is picked up in their view.

It is possible that this is intended behavior, given that Glooscap is, I believe, an immortal being, and as such has no care for the ownership of the things around them, but I assumed it was a bug. It appears that, at present, only factions are able to own items. It may be possible to assign all randomly spawning survivor npcs to some new "survivor" faction, and Glooscap and Lapin to their own factions for ownership, but I know nothing of faction code nor what problems may arise from this solution.

Update: I have found out from poking around and talking to people on the dev channel of discord that all factionless NPCs own nothing but their inventory. I would like to change the title to reflect such, but I'm not sure if that's frowned upon or not.
