Engines on vehicle must have fuel in tanks to enable/disable them #69749

Describe the bug

Engines on a vehicle must have fuel to use the "control individual engines" option for whatever particular engine doesn't have fuel.

Steps to reproduce

  1. Get car with electric engine
  2. Install gas engine on it
  3. Gas engine is automatically set to be used, and you can't turn set it to not be used
  4. Put gas into the vehicle and the option to control the engine becomes available to use it or not.

Expected behavior

I should be able to select what engines are used for vehicle propulsion regardless of whether there is fuel in the tanks for whatever particular engine I'm interested in.
