Building tackle hoist deletes water heaters (and butchering racks?) on the built tile

Describe the bug

Title. You can build these on certain furnitures, I think non-appliance ones.

Steps to reproduce

1. Place water heater (or butchering rack as reported by terrorforge on discord)
2. Build tackle hoist
3. Watch as heater is deleted including all awter inside

Expected behavior

construction to fail or for heater to be deconstructed
