Cannot dig/mine downstairs/upstairs with fire axe #7066

Where a hatchet/wood axe is usable in the new construction actions, I cannot use a fire axe.

Wasn't sure whether the fire axe would be suitable for woodworking in cramped conditions. Granted, the wood axe isn't much better, but it's designed to demolish rather than cut, I think.

(That, and I'd like to keep situations where there's One Tool To Replace Them All And To The Disassembly Pile Consign Them to a minimum. ;-) )

Someone wants to add the fire axe as a tool, I'll merge it, though: not a huge issue either way IMO.
