Hobbies cannot start you with spell levels above 6 #72461

Describe the bug

I have no idea if this is MoM specific (due to MoM having math-based stat scaling on maximum levels instead of fixed levels), but when testing something else I noticed that despite the UI listing the appropriate power levels, many hobbies were seemingly capped to starting with powers at level 6.

N/A, creating a character demonstrates the bug. It does not always occur, but seems to occur the overwhelming majority of the time.

Steps to reproduce

1) Load up a game with Mind Over Matter selected. 2) In the "Background" section, choose ann "Ascended" psion hobby/ 3) Notice that many powers have levels above six. 4) Enter the game. 5) None of your powers have a level higher than 6.

Expected behavior

You gain the spells at the levels listed in the character creation screen.

Additional context

When I first checked it, Biokinetic and Clairsentient did not demonstrate this behavior, but on checking again they did. They were not the first characters created, either--I created a Telekinetic to test something else that did have the bug, and then checked it with a biokinetic, which did not. Then a clairsentient did not, then every subsequent one did, as did biokinetic and clairsentient when I checked them both a second time.
