Unlooted Gunstore has no ammo

Describe the bug

PR #72597 caused a problem where the variant of gunstores that used vending machines to distribute ammo now distributes zero ammo as all the ammo spawns were tied to the vending machines that now distribute food.

Steps to reproduce

1. Find unlooted gunstore with vending machines
2. There is no ammo, but many empty magazines and guns

Expected behavior

I expect that an unlooted gunstore should have ammo. As we got rid of ammo vending machines, these stores should have safes with ammo as per the other gunstores. Simply trading 2 of the 4 food vending machines for safes would bring it in line with the other gunstores.
