Nuclear power plant stairs are misaligned.

Describe the bug

The stairs in the nuclear power plant are frequently misaligned such that stairs down are not directly above stairs up. A common case is for all the levels to have the up stairs under each other and down stairs under each other to the side.

Note that this shouldn't have a negative effect on the game play, as stair magic causes the stairs to work anyway. Thus, this is a low priority issue.

Steps to reproduce

1. Debug spawn the nuclear power plant (and ignore that it might already exist somewhere else).
2. Teleport to it and examine the stairs.
3. See that they frequently are misaligned between levels.

Expected behavior

Up stairs and down stairs ought to be aligned with each other.

Additional context

It shouldn't be difficult to fix, but it certainly will be tedious, given how large the facility is.
