As i said before, it is not very untrivial, but relatively easy: they would need to add a new ammo type, that short shells would use, and make guns use this ammo type in addition to one they already have - ammo type is luckily a range, so there is no issues in it, beyond the fact you won't be able to load both long and short one at the same time

But what about magazine size? It would be trivial for detachable mags, but shotguns usually have integrated magazines. One of the key points of minishells is that tube magazines can hold near twice as much.
Magazines also support range, no issues here either, see this mod gun that can use variety of different calibers

One of the most popular guns this decade is the Mossberg Shockwave, a short barreled (14/18.5in) pump action "bird's-head grip" shotgun that directly supports the use of Short shells allowing more shells than standard to be loaded.
Short shells are roughly half the size of normal 00 buckshot they take up less space, have lighter recoil, still deliver enough lead on target to be effective for hunting and home defense.
Solution you would like.
Add the Mossberg Shockwave or other short barreled stockless shotguns which are mini shell capable.
Most shotguns are also capable of receiving universal mini shell adaptors which should also be added.
